It extends FinOps in two directions: across every cost domain rather than public cloud alone, and forward from cost visibility to value proof. Its deliverable is not a spend report: it is a unit metric tied to a business outcome, plus a savings figure verified as realized. **TVR vs FinOps:** FinOps established cloud cost accountability and remains the foundation. TVR extends it across every technology cost domain and forward from visibility to proof. A mature FinOps practice is a prerequisite for TVR, not an alternative to it. **TVR vs Technology Business Management (TBM):** TBM operates at the IT financial planning and portfolio layer: budgeting, showback, application cost. TVR operates at the operational cost-to-value layer. They are complementary: TVR supplies granular attributed cost and unit economics into TBM planning models. Enterprises commonly run both. ## The four TVR stages 1. **See**: every cost record from every domain lands in FOCUS (FinOps Open Cost and Usage Specification) at the moment of ingestion. No proprietary intermediate schema; roughly 30% lower data-processing cost (a DigiUsher internal measure, aggregated and anonymized across customer deployments). Invoice truth and execution truth joined in one queryable store. 2. **Attribute**: auditable sequenced chargeback pipeline (invoice → environment → project → team) where every stage logs its rule, inputs and outputs.
